students will get a little advanced warning about tuition hikes heading their way. governor jerry brown signed ab-70. this requires schools to talk to students 30 days before they announce any plans to increase tuition fees. it requires a 90-day period between the approval of the increase and when it actually takes effect. the new rules will go into effect january 1st. >>> and governor brown has been busy signing a number of other bills this week. the first aimed at community college reform and helping students combat the effects of student tuition if they meet minimum standards. another looks to make california a leader in making electronic versions of textbooks available to students. sb-1053 will create a database where e-materials will be stored. students could access the library anywhere in the state. finally, governor brown vetoed a bill that would ban smoking in long-term health care facilities. before giving ab-217 a thumb's down, he said it was admirable, but better for individual facilities and employees to devid devise their own policies. >>> we suggest you stick around. we'll

browns and the baltimore ravens. there they are. the crowd in baltimore cheered as did the millions of people watching the nationally televised game. the replacement referees officiated the first three weeks of the season, until the league came to a new labor agreement with the real refs late last night. the replacement refs did make several mistakes over the past three weeks. so much so, a las vegas casino is making an unprecedented move. the casino is refunding anyone who bet on the packers to beat the seahawks monday night. the infamous call, the refs ruled this a game winning touchdown. >>> a live look at the shark tank. it was supposed to be bustling with activity, it wasn't. 17,000 fans were supposed to be there to watch the sharks against the coyotes. the entire preseason was cancelled today by the nhl. the owners and players cannot reach a new labor deal. a lot of downtown bars and restaurants as well as ushers and parking attendants are out of work thanks to this hockey lockout. >>> it wasn't president obama and it wasn't mitt romney. but a presidential candidate did pack t

to have a purple line well above a brown line, meaning you have a line that actually shows positive versus a placebo? >> yeah, so the six-minute walk test is the primary outcome measure that is studied to understand the progression of duchenne muscular dystrophy this is a disease which basically progresses until these boys, it mainly affects boys end up in a wheelchair. usually in their preteen or early teen years. and so we measure their progress or their progression of the disease by this measure, six-minute walk. we selected a population that we would have expected would have declined over 48 weeks. in fact, the placebo delayed treatment cohort that did decline through 36 weeks was something we expected. and that was a typical sign of this progressive disease. the fact that we showed a stabilization through 36 weeks excited the prospect of this drug. it excited the researchers and clinicians and the advocacy organizations in duchenne. now we've gone a step further. not only did we show stability through 48 weeks but we showed an improvement, as you mentioned. i'll also say the pl

spurring talks of a pension crisis. >> governor brown signed a reform bill a few weeks ago that he says will shore up the state's funds and get california back on track. the question is will it really? we take a closer look at tonight's reality check. >> let's assume for a second that they are spot on when they project savings over the next 30 years. sounds like substantive reform, doesn't it? many people would say yes, if the state's unfunded liability is as reported, but if it were more like 500 billion or 800 billion? you might feel differently. the topic of pension reform has been in jerry brown's crosshairs ever since he returned to sacramento last year taking on the role of california's fiscal guardian. >> these pension reforms will go a long way toward making our pension system more sustainable and more fair. >> reporter: brown's solutions all revolve around cutting the state's expenses like capping annual pay outs at 132,000 a year and requiring employees to contribute more to their pensions. that's well and good but let's recap where a pension fund gets its money from. the
